HAHAHA! in the computer world, $400-$500 is a mere nothing... that's the price of ONE top of the line component... most high-performance rigs cost around $2000 - $ 2500!
but think of it this way... the tablet can do much much more than that Coach bag!
Are you looking into a bigger tablet or just a new one? I got a small wacom for a 100 dollars at Best Buy. It's the most wonderful thing I have ever had.

mine was $200 and it is very delicious ;D It really depends on size. Just try not to go over like 6x8, which is really big enough I think, and you should be fine
I'm definitely not an expert in the matter, but if you're looking for a tablet for more "casual" use--that is, you don't need something that is majorly professional and top of the line--look into the wacom graphire tablets. I have a graphire 3, and I bought it for about $80. On ebay they're going for about half that price give or take a few, and that was just the price a couple summers ago... There is of course a graphire 4 model now.
The wacom intuos (the "professional" ones) are of course supposed to be nicer and have a larger working area, but I know I'm not the only one who thinks it's easier having a smaller one. I was concerned at first that it wasn't going to cut it, but after a few days of using it I realized that a larger work area was unnecessary and maybe even more of an inconvenience. It's kind of hard to explain, but you'd get what I mean if you were to get one and play around with it for a few hours.
